DE LIMA V. BIDWELL DE LIMA V. BIDWELL, 182 U.S. 1 (1901), the first of the famous INSULAR CASES following the SPANISH-AMERICAN WAR. The protectionists' (those who advocate governmental economic protection of domestic products) claim that Puerto Rico was a foreign country, and so subject to the Dingley Tariff, was rejected by the Supreme Court. However, Congress was permitted on other grounds the power to regulate the tariff relations of dependent states.
